My laundry room is upstairs in an Evergreen two-story and the dryer takes forever. Is that the vent?

Usually, yes. Those 1990s-2000s hillside two-stories in Evergreen, Silver Creek and Almaden put the laundry room on the second floor with the duct running 25 to 35 feet through the attic to a roof jack. That's a long, mostly horizontal run with elbows, and lint settles in the flat sections long before it ever reaches the roof. The dryer isn't weak. It's pushing against a restricted duct. We clean from the laundry room end and from the roof cap, where the terminal screen and damper tend to be packed solid, since nobody ever looks up there.

Downtown and North San Jose stacked in-unit dryers on long shaft runs often need building coordination and roof or shaft access, which adds time. ADUs and converted rentals can go either way.
